Those low rates are only offered to users with a high credit score.
New card holders with no credit history normally are charged 17 to 21% Go for that 8.99 it is a great rate.
Many cards will have introductory rates for the first year or so that are really low. You can find a few here:
The real key though is not to carry a balance, then you don’t have to worry about those pesky interest rates!
